FOR ST.XAVIER'S COLLEGE, GOA.
The University Grants Commission announced recently the list of 47
colleges from all over India which have been selected under the new scheme
entitled "Colleges with Potential for Excellence (C.P.E)"during the Tenth
Plan. According to U.G.C., these colleges are doing excellent work in
teaching and have potential to carry on doing excellent work in teaching.
During the Tenth Plan period, the U.G.C. has taken several initiatives to
assist the colleges and C.P.E. is one of them. The U.G.C has been also
promoting the scheme of autonomy to the colleges to enable them introduce
innovations in the field of curriculum designing, teaching and evaluation
and it is planned to cover 10% of the colleges under this scheme.
There are altogether 15,000 colleges in India and it was desired by U.G.C.
that 1% of the colleges (155) may be identified so as to promote
excellence in teaching. Each college which is awarded with C.P.E status
will be eligible for financial assistance ranging from Rs. 35 lakhs to
Rs. 100 lakhs, depending upon whether it is affiliated only, autonomous
and / or accredited college. If the college is not autonomous, it will
miss the chance of getting a grant of Rs. 40 lakhs.
At the first level of selection, the Vice Chancellors of the Universities
were requested to screen the proposals of the colleges and recommend the
names of 3 colleges only to the U.G.C. after necessary screening at the
University level. As per this provision, the Goa University sent names of
3 selected colleges to the U.G.C. In response to this, 84 universities
spread over 27 states and union territories, had recommended 239 proposals
of the colleges.
At the second level of selection, a standing committee on C.P.E. was
constituted by the U.G.C. to process the proposals received from the
colleges. The standing committee approved a scoring scale based on 70
parameters to evaluate the proposals of the colleges. These scores awarded
to the proposals and the analysis thus made was considered by the standing
committee which subsequently recommended that in the first round 47
colleges spread over 14 states / union territories and 32 universities may
be awarded the C.P.E. status. The U.G.C. in its meeting held recently
accepted the recommendations of the standing committee.
